Saint Paul Winter Carnival


This winter celebration has moved its “hub” to Kellogg Mall Park with Rice Park still undergoing renovation. Festivities begin with the Pedestrian Moon Glow Parade (that means you!) with a meet-up at Landmark Center at 5:15 to march toward Kellogg at six for live music, entertainment, vendors and the beginning of the ice carving contest.

The St. Paul Winter Carnival Moon Glow Pedestrian Parade is introducing a new KIDS’ decorating contest this year.  Dress up yourself, stroller, wagon, or other non-motorized transportation for a chance to win fabulous prizes.  The categories are:

  1. Best use of lights

  2. Most creative

  3. Best Winter Carnival related entry
